Rússia, Estats Units i l’OTAN, fora d’Ucraïna!

Durant les últimes setmanes, la tensió mundial s’ha disparat a causa del desplegament massiu de tropes russes entorn de la frontera amb Ucraïna davant la seva possible adhesió a l’OTAN.

El president Biden i la Unió Europea (UE) han denunciat la possibilitat d’un xoc militar si es produeix una invasió russa. S’està a la vora d’una nova guerra regional o mundial? O s’estan tibant les negociacions polítiques i econòmiques entre l’imperialisme rus i el nord-americà pel control d’Ucraïna i la regió?

 

El primer que cal assenyalar és que, enmig de la crisi global que viu el sistema capitalista-imperialista, no podem negar la hipòtesi que finalment es pugui produir alguna confrontació armada. Però considerem que s’està produint una dura i eixelebrada negociació per la influència política i econòmica a Ucraïna i en tota la regió. No hi ha cap bàndol progressiu en aquest enfrontament.

 

Considerem que el menys probable és una guerra regional i menys a escala mundial. Encara que totes dues parts competeixin en declaracions amenaçadores, ambdues busquen sortir d’alguna manera, del pantà polític en el qual es troben. Sense caure en el ridícul, com li va succeir a Biden amb la seva abrupta sortida de l’Afganistan, i sense patir nous costos polítics als seus països.

 

La reunió entre el secretari d’Estat dels EUA, Antony Blinken i el ministre d’Afers exteriors rus Serguei Lavrov, del divendres 21 de gener, acordant tornar a reunir-se a curt termini, mostraria que la negociació continua oberta.
La demanda central de Putin i Rússia és que Ucraïna, la seva ex-aliada, no s’integri a l’OTAN. Però el rerefons de la crisi cal buscar-la en el col·lapse de l’ex-URSS dels anys noranta. La caiguda de la dictadura del Partit Comunista i la restauració capitalista van portar al desmembrament de l’ex-URSS afeblint el poder polític i econòmic de la nova burgesia russa i del règim totalitari que encapçala Putin. La independència d’Ucraïna, al 1991, va ser un cop important perquè era la segona economia i el graner de l’ex-URSS. Ucraïna és un dels grans productors d’aliments del món. Des del col·lapse de l’ex-URSS, l’imperialisme europeu i els EUA van llançar una ofensiva per convertir als països d’Europa de l’Est (Polònia, Romania, Bulgària, Romania, Txèquia, Eslovàquia i Ucraïna) en les seves semi colònies.

 

Fins al 2014, Rússia controlava encara a Ucraïna via el govern capitalista pro rus de Yanukovich. Però la caiguda vertiginosa del nivell de vida del poble treballador per la restauració capitalista va fer que una rebel·lió popular tombés al govern aliat de Putin i s’imposés un govern prooccidental d’acord amb l’imperialisme europeu.

 

Davant aquesta derrota la reacció de Putin va ser annexionar Crimea, territori ucraïnès, a Rússia i quedar-se amb la històrica base naval de Sebastopol; l’estratègica entrada de la Mar Negra. I, al mateix 2014, va impulsar aixecaments separatistes a la regió del Donbass a l’est del país. Sectors que segueixen controlant aquesta regió amb suport financer i amb armes de Rússia. Des d’aleshores el conflicte continua latent.

 

Per què surt ara Putin amb aquesta contraofensiva? Perquè la crisi mundial econòmica capitalista també l’afecta política i econòmicament. L’imperialisme rus s’ha afeblit, afectat per diferents conflictes. En primer lloc, a Rússia arran de les seves polítiques d’ajustos, combinat amb les conseqüències de la pandèmia de la Covid-19 i la repressió, el govern ha sofert un desgast i això s’ha reflectit en un retrocés en les últimes eleccions. En segon lloc, ha hagut de sostenir als governs pro russos intervenint, directament o indirectament, amb tropes, en les rebel·lions populars de Bielorússia i, recentment, en la del Kazakhstan. Per això vol revivar la crisi d’Ucraïna, aprofitant la seva possible adhesió a l’OTAN, per a tractar de recuperar punts atiant els sentiments nacionalistes russos en amplis sectors populars de la seva base social. I, d’altra banda, Putin vol negociar en millors condicions els preus del gas rus que va a Europa i la construcció de nous oleoductes.

 

L’imperialisme ianqui i europeu li han servit en safata l’argument a Putin amb la seva ofensiva perquè Ucraïna sigui part de l’OTAN (Organització del Tractat de l’Atlàntic Nord) que és l’aliança militar imperialista més important. Biden i la UE busquen d’aquesta manera, consolidar el control i domini sobre Ucraïna i tota l’Europa de l’Est. Política que assumeix l’actual govern capitalista d’Ucraïna que segueix, al seu torn, explotant al poble treballador aliant-se amb les multinacionals.

 

En aquest xoc entre Rússia, la UE i Biden, no hi ha res progressiu. És una lluita interburgesa per a tractar d’esmorteir la crisi política i econòmica que sofreixen cadascuna d’aquestes potències imperialistes. La Xina i l’Iran han donat un tebi suport a les demandes de Putin. I, al seu torn, Putin, entre les seves fanfarronades ha amenaçat d’enviar forces militars a Cuba i Veneçuela.

 

Encara que des de la UIT-QI, considerem que el menys probable és que aquesta crisi culmini en un xoc armat important i que l’objectiu de Biden i Putin és arribar a un acord negociat, no podem descartar un xoc armat. Sobretot quan les dues parts no deixen d’acumular tropes i armament.

 

Davant aquesta possibilitat, des de la UIT-QI, fem una crida a repudiar tot intent o amenaça de Rússia-Putin d’envair Ucraïna i a reivindicar: Fora la ingerència a Ucraïna, tant de l’imperialisme rus com de l’imperialisme europeu i dels EUA; Fora l’OTAN a Ucraïna; per la retirada immediat de tot armament i míssils nuclears de Rússia i de l’OTAN; per l’autodeterminació del poble ucraïnès.

 

La sortida de fons a aquesta crisi passa perquè la classe treballadora de Rússia i d’Ucraïna enfrontin als seus governs i imposin governs de les i els Treballadors.
