La Comunitat General de Regants dels Canals d’Urgell ha presentat avui dilluns dia 12 en un acte obert al públic, la prova pilot que mostra com serà el projecte de Modernització dels Canals d’Urgell. Es tracta d’un tram de dos quilòmetres ubicat a la Primera Sèquia, al seu pas per Penelles, que mostra com serà la principal infraestructura hidràulica de Catalunya un cop executat el Projecte de Modernització. L’actuació, forma part del Pla d’Especialització i Competitivitat Territorial PECT AgroBioFood b Ponent coordinat per la Diputació de Lleida per afavorir la transformació del sector alimentari lleidatà.
Els treballs d’aquesta prova pilot, amb un pressupost de més d’un milió d’euros, es van iniciar la tardor de 2021 i han inclòs, a més de l’obra hidràulica, la restauració patrimonial i la integració paisatgística. A més, han permès avaluar els beneficis socials, ambientals i culturals que suposarà la creació d’aquest model d’infraestructura verda per al territori.
El Projecte de Modernització dels Canals d’Urgell contempla la creació d’una de les principals vies verdes europees i s’ha de convertir en un motor de l’economia del territori precisament perquè l’aplicació d’aquest model ha de propiciar la creació de serveis ecosistèmics. És a dir, beneficis que el medi aporta a les persones que viuen al territori i que es donaran a conèixer en el marc de la presentació del dilluns que tindrà lloc al cinema Kursaal de Penelles a partir de les 11.00 h.
Una de les vies verdes més llargues d’Europa
El projecte de la modernització del regadiu dels Canals d’Urgell està lligat a un ambiciós projecte mediambiental que preveu enllaçar els 325 quilòmetres de camins que circulen vora els canals per convertir-los en una de les vies verdes més llargues d’Europa.
Respectar l’arbrat i recuperar les antigues casilles dels canalers, les persones que vetllaven per l’aigua des de l’inici de la construcció de la infraestructura, són alguns dels detalls del projecte que ja s’han pogut testar en el primer pla pilot. Es tracta d’un projecte transformador dels usos de l’aigua, del paisatge, però també ho vol ser de l’economia de la zona, ja que permetrà fomentar el turisme sostenible, així com models de negoci basats en l’economia verda.
La modernització dels Canals d’Urgell, un projecte de país
El projecte de modernització que impulsa la Comunitat General de Regants del Canals d’Urgell contribuirà a la millora de l’autonomia alimentària de Catalunya, que importa el 60% dels aliments que consumeix.
Així doncs la modernització de la infraestructura implicarà poder introduir nous cultius, crear noves indústries agroalimentàries, fet que, d’altra banda, permetrà fixar la gent al territori i fomentar-ne el repoblament. La modernització d’aquesta infraestructura permetria garantir la reserva hídrica del país i evitar episodis de manca d’aigua.
L’import total previst d’inversió en la modernització del Canal d’Urgell, incloent el reg en parcel·la, se situa al voltant dels 1.420 milions d’euros, i tot que el calendari definitiu no està tancat, la previsió és que es porti a terme en set anys (2021-27). El departament d’Acció Climàtica, Alimentació i Agenda Rural té redactats els primers quatre projectes que permetran iniciar les obres en 11.600 hectàrees, amb una inversió de 110 milions d’euros de cara al proper any 2023. El projecte s’ha presentat al Ministerio de Transición Ecológica i està pendent dels ajuts europeus dels Fons Next Generation.
