L’1 de juny, la síndica d’Aran, Maria Vergés, i el conseller de Territori, Paisatge i Gestió Ambiental, Francesc Bruna, ens van traslladar, en una reunió, la voluntat del govern aranès de crear una taula de treball formada pels presidents de les associacions ramaderes de la vall, Unió de Pagesos i membres del Conselh Generau d’Aran per definir quin ha de ser el model i el futur de la ramaderia de la Vall d’Aran. La creació d’aquesta taula va ser una proposta d’un ramader cansat de tant temps de pressió injusta que pateix la pagesia a l’Aran.
Per experiència, sabem que una taula de treball pot acabar sent dues coses: un grapat de bones intencions per part de l’Administració per “quedar bé” i dir que es treballa per donar suport al sector o bé un document que reculli realment les necessitats i actuacions d’execució per millorar la situació dels ramaders, a llarg termini, si hi ha ganes de treballar de veritat. Nosaltres hi serem per ser resolutius.
Però la Val d’Aran no en té prou amb això. Necessitem un pla de xoc urgent perquè la viabilitat de la ramaderia està en joc si les administracions ‘urbanocentristes’ que fan les normatives no entenen que les lleis no poden ser uniformes en un país tan diferent d’una punta a l’altra, i especialment en un territori com l’Aran, on el relleu, el clima, la pressió turística, les normes urbanístiques, la fauna salvatge, les fitxes del Departament d’Acció Climàtica, Alimentació i Agenda Rural no signades per ningú però interpretades subjectivament per tothom i la politització de l’oficina comarcal creen el sentiment general que es vol acabar amb la ramaderia de la vall.
Des d’Unió de Pagesos traslladarem tots aquests problemes als serveis comarcals i centrals del Departament i posarem sobre la taula les contradiccions de norma.
Els representants del Conselh Generau, durant la reunió, van esmentar diverses vegades la quantitat de diners que es destinen a la ramaderia. Pot semblar un retret i com si estiguessin fent un favor. Gestionar aquests diners procedents majoritàriament de fons europeus, estatals i autonòmics és la competència que tenen traspassada de la Generalitat; per tant, és la seva feina fer-ho. I el més important: l’objectiu de les subvencions és el de compensar el ramader per no poder vendre els animals al preu de cost real perquè tothom tingui aliments a preus assequibles a taula i compensar els perjudicis que comporta viure i conviure amb la fauna salvatge imposada, però la majoria de vegades són insuficients i no tracten a totes les produccions ramaderes igual.
Per tant, celebrem la creació de la taula de treball anunciada per la síndica però comencem a posar sentit comú, professionalitat i aposta clara per al sector primari de l’Aran des d’ara mateix. Una comarca de muntanya sense diversificació econòmica, amb un turisme que comporta contractes de treball estacionals i precaris, preus d’habitatge desorbitats i que ven paisatge i biodiversitat com un actiu no té capacitat de supervivència sense una pagesia forta, estratègica i amb futur.
