La mirada urbano-cèntrica amb que Ada Colau pretén abordar la crisi climàtica menysté el territori i desinforma la ciutadania

@UlldeDeu .- El passat gener Barcelona va decretar l’emergència climàtica, Colau assegurava que les ciutats son les principals generadores d’emissions i feia una crida a actuar i assumir responsabilitats. L’alcaldessa posava sobre la taula un seguit d’accions per accelerar canvis en els models urbà, de mobilitat, energètic, econòmic, de consum, d’alimentació, cultural i educatiu. Set canvis de model amb una inversió de més de 5.5 milions d’euros però que deixa de banda alguns aspectes fonamentals.

La visió urbano-cèntrica de Colau obvia que la ciutat forma part d’un sistema territorial i que en cap cas és un artefacte aïllat. El metabolisme de Barcelona i l’àrea metropolitana depèn en gran mesura del territori i la seva gent, per això la resposta a la crisi climàtica suposa integrar conceptualment el món urbà i rural en un sistema únic que cal reconnectar. En aquest sentit l’aposta de Barcelona per valoritzar el potencial del món rural per fer front al canvi climàtic podria ser determinant. Una oportunitat perduda malgrat les recomanacions d’organismes internacionals que aposten per la reconnexió rural-urbana,  dos mons interdependents que hauran de cercar complicitats i aliances en una relació simbiòtica i no parasitària, redefinint els rols de cadascun dels àmbits i reconeixent i assumint l’estreta dependència entre ells si de debò es vol fer front a l’emergència climàtica.

La metròpolis hauria de tenir en compte la intensitat dels vincles amb el món rural (dependència de producció d’aliment, aigua, energia, serveis ecològics, biodiversitat, paisatge, lleure…),   i entendre i fer entendre el considerable valor del món rural que pot esdevenir un motor de canvi per a transformar els patrons d’alimentació, de treball, d’ocupació, de producció i de consum del mon urbà i rural,  patrons íntimament lligats a l’emergència climàtica.

Mesures com disminuir el consum de carn en els àpats escolars per reduir emissions de gasos d’efecte hivernacle no ajuda  a  la necessària comprensió del paper de la  ramaderia extensiva en la mitigació del canvi climàtic, fet que, a més de desinformar la ciutadania, desvaloritza  la tasca dels ramaders.

Colau hauria d’entendre que l’emergència climática és un repte que interpel.la tota la ciutadania del país i posa sobre la taula la qüestió del model de país que volem. Un territori endreçat, diversificant les activitats que s’hi duen a terme, amb semicapitalitats que permetin la redistribució de la població i garanteixi l’equilibri territorial i que potencií les oportunitats de tot el territori cara a tenir una societat més harmònica i un territori rural ben gestionat, un país sostenible i amb capacitat de fer front als grans reptes globals com el canvi climàtic, o, per contra, un país que pivoti en una macrourbs i que la resta del territori sigui subsidiari, on els problemes dels residus, la mobilitat, els col•lapses urbans, la contaminació i l’abandonament del món rural el faci insostenible?

Per últim, si Colau fos valenta plantejaria “el canvi” determinant: el decreixement.
