El Govern declara l’emergència climàtica

El Govern de la Generalitat ha volgut unir-se aquest dimarts a les institucions polítiques d’arreu del món que han declarat formalment una emergència climàtica i ambiental per assolir els objectius en matèria de mitigació presents a la Llei del canvi climàtic, aprovada l’estiu de 2017. Amb aquesta finalitat, el Govern assumeix els mateixos principis que altres institucions i es compromet a “adoptar les mesures de simplificació administrativa necessàries per eliminar els obstacles que puguin posar en perill l’assoliment dels objectius en matèria de mitigació del canvi climàtic i de transició energètica”.

De la mateixa manera, s’assumeix el repte “d’incrementar els incentius i prioritzar les polítiques i els recursos públics destinats a la necessària transició cap a un model energètic cent per cent renovable” i “prioritzar en les polítiques públiques les opcions amb menor impacte climàtic i major contribució a l’adaptació a les condicions derivades del canvi climàtic”, així com “adoptar les mesures necessàries per aturar la preocupant pèrdua de biodiversitat i promoure la recuperació d’ecosistemes” i “identificar i acompanyar els sectors de l’economia que han de fer una transició, sigui per a adaptar-se a les noves condicions derivades del canvi climàtic, sigui per transformar-se en activitats de baixes emissions de gasos amb efecte d’hivernacle (GEH).

L’acord pres també compromet el Govern a “adoptar les mesures encaminades a reduir la vulnerabilitat d’aquells sectors socials més sensibles als impactes del canvi climàtic i a aquells altres als quals aquesta transició pot afectar en major grau” i a “assumir un model de mobilitat urbana basat, d’una banda, en el transport públic, el vehicle compartit i els modes de micromobilitat i, de l’altra, en vehicles d’emissió zero”.

En aquest sentit, l’executiu afirma que elaborarà, conjuntament entre el Departament de Territori i Sostenibilitat i el Departament d’Empresa i Coneixement, “una estratègia territorial per a la implantació de les instal·lacions d’energia renovable, fonamentalment eòlica i fotovoltaica, necessàries per a desenvolupar la transició energètica a Catalunya i complir amb els objectius de la Llei del canvi climàtic en matèria d’energia”, i s’instarà el Parlament a “celebrar cada any un ple monogràfic sobre el canvi climàtic i la seva afectació a Catalunya i sobre les mesures de mitigació i adaptació que el Govern adopti, en especial les associades a la transició energètica”.
