El Senat crearà una ponència d’estudi que proposi solucions a l’exclusió financera del món rural

El ple del Senat ha donat llum verda per pràctica unanimitat a una moció d’ERC perquè la cambra alta creï en el si de la Comissió de Despoblació i Repte Demogràfic una ponència d’estudi que elabori un informe amb recomanacions per garantir la inclusió financera al món rural. La senadora d’ERC Sara Bailac ha denunciat les mancances de serveis bancaris al món rural. “Cada vegada hi ha menys caixers automàtics” a aquestes poblacions, i “la gent gran i les persones vulnerables veuen amb impotència com se’ls dificulta el dia a dia”, perquè “els bancs abaixen la persiana i la gent queda penjada”.

La iniciativa recorda que des del 2008 les entitats financeres han reduït dràsticament els espais físics on atenen els clients, i el desembre del 2020 el total de sucursals a l’Estat s’havia retallat un 51%. A Catalunya aquest fenomen s’ha accentuat i s’ha tancat el 64% de sucursals en els últims 12 anys i hi ha 480 municipis on viuen 253.988 persones sense oficina bancària.

 

Les retallades, segons ERC, es produeixen en un moment en què els beneficis comptables de les entitats financeres segueixen creixent. A tot l’Estat un 2,5% de la població no disposa de punt d’accés a diners en efectiu en un radi de cinc quilòmetres, i això reverteix molt negativament també en el col·lectiu de pimes i autònoms, que no tenen accés a la liquiditat per al tracte directe amb els clients.

 

La iniciativa emplaça el Senat a posar en marxa una ponència que estudiï aquesta problemàtica i proposi solucions que es puguin adoptar per part de les administracions. Haurà d’elaborar un informe que tindrà per objectiu recollir les alternatives per garantir que no es produeix exclusió financera al món rural.

 

ERC ha acceptat incloure a la iniciativa les aportacions de diversos grups. A més del text original, s’hi ha afegit que la ponència també recollirà propostes per a la formació de gent gran en l’accés als serveis bancaris a les zones afectades per la despoblació.

 

El senador de Teruel Existe Joaquin Vicente Egea ha recordat que el problema de l’exclusió financera al món rural creix cada dia, i el senador de Compromís Carles Mulet ha demanat que s’activin mesures urgents per combatre ja aquesta realitat.

 

El senador del PSOE Miguel Ángel Nacatino ha expressat el “ferm compromís” del PSOE amb la lluita contra la despoblació, i la de Cs Maria Ponce ha anunciat també el suport a la iniciativa per la seva voluntat de garantir la “igualtat entre els espanyols”.

 

La senadora de Junts Maria Teresa Rivero ha donat suport també al text perquè “mentre tothom apel·la a la digitalització i el despoblament la manca de suport real fa que els pobles vagin perdent serveis, fet especialment greu en el cas de la gent gran”.

 

El PNB i Adelante Adelante Andalucía també han donat suport a la iniciativa.

La iniciativa també ha rebut el suport del PP i del PSOE, dues formacions que han reivindicat la necessitat de garantir la cohesió territorial, drets i serveis, que “han d’arribar per igual” a tot el territori, segons han apuntat el senador del PP Gerardo Martínez i la del PSOE, Ana Belén Edo.

 

L’únic vot discrepant ha estat el de Vox, que ha qualificat la iniciativa de “brindis al sol”. Segons la diputada Yolanda Merelo, és una “presa de pèl” impulsada per “colpistes i secessionistes”.
