Els Next Generation fomentaran el turisme sostenibla finançant una via verda per unir Arnes i La Ràpita

Els fons europeus Next Generation aportaran 9 milions d’euros a les Terres de l’Ebre per prolongar la via verda fins el Delta i finançar inversions per fomentar el turisme sostenible. Les actuacions, en el marc dels plans de sostenibilitat turística en destinacions presentats per la Diputació de Tarragona així com els ajuntaments d’Amposta i la Ràpita, aspiren a servir de palanca territorial per trencar els pobres registres de pernoctacions turístiques i trencar la marcada estacionalitat del sector. A banda d’unir amb una via cicloturística Arnes i la Ràpita, on es crearà una “ròtula” d’entrada al parc natural del Delta i la costa del Montsià, inclou també un centre de serveis i un vaixell elèctric per fer turisme fluvial a Amposta.

L’ampliació de la via verda fins el parc natural del delta de l’Ebre, impulsat per la Diputació de Tarragona, s’emporta 5 milions d’euros dels Next Generation, més de la meitat del previst a tot el territori en la convocatòria de 2021 dels plans. Es construiran tres nous trams entre Tortosa i la Ràpita de 23 quilòmetres de llargada i amb una amplada de tres metres. Es desenvoluparan projectes de mobilitat urbana en aquests mateixos trams, s’instal·larà fibra òptica al llarg de tot el recorregut, senyalització intel·ligent i es garantirà la seguretat amb passarel·les metàl·liques sobre l’AP-7, la C-12 i l’N-340, així com l’accessibilitat per a persones amb mobilitat reduïda.

 

El projecte presentat per l’Ajuntament d’Amposta, per la seva banda, integra el traçat de la via verda per l’interior del nucli urbà amb la instal·lació d’un centre de serveis cicloturístics i un restaurant –així com les dependències administratives de l’oficina de turisme- a les cases del Castell. La via també donarà accés al nou vaixell elèctric d’ús turístic –amb capacitat per a més de 120 passatgers- per visitar el tram final de l’Ebre fins l’altura de la torre de la Carrova així com punts de recàrrega per a vehicles elèctrics. La inversió serà de 2 milions d’euros.

 

Per últim, el projecte de la Ràpita, també amb 2 milions d’euros, preveu convertir la zona nord-est del municipi, on es troba el port esportiu i pesquer, en la ròtula d’entrada al delta de l’Ebre de la via verda. Es restaurarà el cabal del canal Carles III i s’adaptarà la infraestructura al turisme i per fer front al canvi climàtic. S’articularà una connexió urbana-rural i s’instal·larà un Smart Destination Centre. La idea, a la llarga, és que el nucli urbà es converteixi en la ròtula per arribar a la zona de Poblenou i el Trabucador, a través dels projectes viaris en marxa, al mateix temps que resseguint la ruta prevista cap al sud, fins a Alcanar.

“Són tres projectes molt forts, que cohesionen tot el que és el Delta, però, a més, que la gent que vingui d’on vingui pot fer molts dies moltes coses. Poden venir tot l’any i fer estades llargues aquí: ja que venen que gastin el màxim possible, que begui vi de la Terra Alta, que mengin producte d’aquí i el trepitgin via fluvial i amb bicicleta”, ha apuntat la directora general de Turisme, Marta Domènech.

Els alcaldes han insistit també en la idea que amb la implementació de la via verda ampliada no només quedaran connectats els parcs naturals del delta de l’Ebre i dels Ports. També permetrà enllaçar amb la via verda prevista des de l’Aragó. L’alcaldessa de Tortosa i presidenta del Patronat de Turisme de la Diputació de Tarragona, Meritxell Roigé, ha remarcat en aquest sentit el potencial que generar una oferta d’aquest tipus, de caire familiar i amb capacitat d’atracció internacional, pot suposar per a trencar l’estacionalitat turística i millorar les actualment baixes xifres de pernoctació al territori. Ha recordat que la idea, en el futur, és complementar aquest itinerari amb la via previst pel recorregut de l’antic carrilet de la Cava i fins l’illa de Buda, passant per l’antiga estacío de l’Aldea.

 

Des d’Amposta, l’alcalde Adam Tomàs ha subratllat el caràcter integrador de tots tres projectes dins del teixit turístic territorial i la importància de poder vincular el recorregut cicloturista amb la vista del riu Ebre amb embarcació, una de les demandes més importants dels visitants de la ciutat i que pot permetre posar en valor la restauració de la façana del Castell.

 

També l’alcalde de la Ràpita, Josep Caparrós, ha recordat que treballen des de fa temps en la transformació de la part nord-est del nucli urbà i ha emfasitzat el sentit d’unió i cohesió que suposarà disposar del vial entre Arnes i la Ràpita, amb beneficis que van més enllà dels mateixos municipis que, teòricament, no rebran directament aquestes subvencions. “Permetrà connectar els llagostins de la Ràpita amb el vi de la Terra Alta”, ha tancat.

Inversió induïda de 15,5 MEUR

Segons els càlculs del Departament d’Empresa i Treball, la inversió de 9 milions d’euros induirà, a la llarga, una inversió de 15,5 milions, comptabilitzant l’efecte multiplicador sobre el turisme i altres àmbits econòmics. Domènech ha precisat que tots els projectes han estat seleccionats perquè ja tenien cert grau de maduresa i que hauran d’estar executats en el termini de tres anys.

 

Al marge dels tres projectes amb fons del Next Generations, Domènech ha recordat que hi ha en marxa també un projecte a Deltebre, per valor de 2,81 milions d’euros, per unificar els itineraris de baixa densitat de les carreteres rurals amb el nucli urbà, així com la implementació d’un hub de mobilitat recuperant l’antiga estació ferroviària. L’actuació, projectada per al període 2023-2025, serà cofinançada per la Generalitat, l’ens local i el govern espanyol.
