S’invertiran 766.447€ en modernitzar els regadius del Fons del Pla de Recuperació, Transformació i Resiliència

El Departament d’Acció Climàtica Alimentació i Agenda Rural encarregarà a l’empresa pública estatal Transformació Agrària SA (TRAGSA) la redacció de projectes d’execució de modernització de regadius en l’àmbit de Catalunya associats als Fons del Pla de Recuperació, Transformació i Resiliència. El Govern ha aprovat, la setmana passada, el finançament per a aquest encàrrec de gestió per un import total de 766.447 euros. L’autorització de despeses té un caràcter pluriennal, distribuït en les anualitats següents: 383.223,83 euros aquest any i 383.223,83 euros el 2023.

En motiu de la crisi generada per la COVID-19, la Unió Europea va establir un Instrument de Recuperació que ofereix ajuda financera per a inversions públiques i reformes que augmentin la resiliència de les economies dels estats membres, promovent les inversions i reformes que se centrin en els reptes i les necessitats d’inversió relacionats amb les transicions ecològica i digital.

 

En aquest context, l’estat espanyol va presentar el Pla de Recuperació, Transformació i Resiliència de l’economia espanyola, que inclou el component 3 ‘Transformació ambiental i digital dels sectors agroalimentari i pesquer’, dins del qual s’inclou la inversió C3.I1 ‘Pla per la millora de l’eficiència i la sostenibilitat en regadius‘, a la que s’acolliran inversions en modernització de regadius sostenibles, amb l’objectiu de fomentar l’estalvi d’aigua i la seva millora en l’eficiència i sostenibilitat energètica.

 

La Direcció General de Desenvolupament Rural, Innovació i Formació Agroalimentària del Ministeri d’Agricultura, Pesca i Alimentació (MAPA) té atribuïdes, entre les seves competències, les actuacions de l’Estat en matèria de regadius i infraestructures rurals d’interès general i, més concretament, la planificació, coordinació, execució, modernització, i seguiment dels plans de regadius i els seus instruments, entre els que es troba l’esmentat ‘Pla per la millora de l’eficiència i la sostenibilitat en regadius’. 

 

I el MAPA i la Societat Mercantil Estatal d’Infraestructures Agràries S.A. (SEIASA) van publicar, el juliol de 2021, un conveni que canalitza la subvenció prevista als pressupostos generals de l’Estat de 2021 per a l’esmentat Pla (260 milions de €) a través de SEIASA, definint les actuacions de cadascuna de les parts en relació amb les obres de modernització de regadius que hagin estat declarades d’interès general i l’execució de les quals s’hagi encarregat pel MAPA a SEIASA dins del Pla comprès en el Pla de Recuperació, Transformació, i Resiliència.

 

Atès l’interès per part de SEIASA i de la Generalitat de Catalunya en el bon desenvolupament del Pla, durant el primer trimestre de 2022 s’ha celebrat reunions amb les Comunitats de Regants que es preveu que siguin candidates a acollir-se al Pla mitjançant el conveni MAPA-SEIASA.

 

En la seva funció d’impulsar les polítiques en matèria de regadius, el Departament d’Acció Climàtica, Alimentació i Agenda Rural de la Generalitat ha rebut petició de suport d’algunes Comunitats de Regants beneficiàries del Pla (Comunitat de Regants del Rec del Molí de Pals, Comunitat de Regants de la Presa de Colomers, i Comunitat General de Regants dels Canals d’Urgell) per a la redacció dels projectes i/o la seva adaptació a la normativa específica que regula l’admissibilitat dels projectes al Pla, a més de l’elaboració de la corresponent documentació ambiental per a sotmetre-la a avaluació de l’òrgan substantiu que hagi d’analitzar l’impacte de les obres projectades.

 

Així, el Departament ha proposat l’execució d’aquest encàrrec per a l’assistència tècnica per a la redacció i/o actualització dels projectes i els estudis d’impacte ambiental corresponents a TRAGSA, adaptant-los al Pla de Recuperació, Transformació i Resiliència.
