Ja es pot entrar al procés participatiu sobre l’Estratègia de relleu generacional agrari de Catalunya

L’Estratègia de relleu generacional agrari neix per a consensuar un document programàtic que reculli les accions principals a dur a terme per a donar suport a una nova generació agrària a Catalunya. Es defineix un Pla d’acció 2023-27 que articula els diferents programes, projectes i actuacions a realitzar per part de les entitats que treballen per al relleu generacional i l’emprenedoria agrària.

Per a fer-ho s’ha realitzat un diagnòstic dels principals punts forts i punts febles de la realitat catalana, a partir de la revisió de la bibliografia, l’anàlisi de dades estadístiques, el buidatge d’un qüestionari de noves incorporacions, la consulta a persones expertes, i el treball en grup amb persones joves incorporades. Amb aquesta metodologia s’ha contrastat la visió de diferents entitats, públiques i privades, implicades en les polítiques de rejoveniment agrari en relació a una visió estratègica de relleu generacional i emprenedoria agrària. Aquest treball ha permès la definició d’una visió estratègica basada en 5 reptes, 13 objectius, i 35 accions.

 

D’altra banda, l’Estratègia pretén donar resposta a una de les accions estratègiques de l’Agenda Rural de Catalunya que és ‘Promoure un Pla Nacional per al relleu generacional agrari que inclogui mesures de millora de la incorporació de joves agricultors, mesures que fomentin el mentoratge a nous agricultors, entre altres’.

 

Mitjançant aquest procés participatiu, es pretén informar la ciutadania de la proposta d’Estratègia per al relleu generacional agrari de Catalunya, i rebre propostes que permetin completar-la i adaptar-la a les necessitats exposades per les persones participants, sempre respectant les etapes de participació realitzades anteriorment.

 

La proposta d’Estratègia per al relleu generacional agrari de Catalunya s’orienta a:

  1. Situar el problema del relleu generacional agrari al centre de l’acció política i l’interès social, cultural, i econòmic.
  2. Facilitar el procés d’incorporació agrària a totes aquelles persones emprenedores que tinguin un projecte agrari viable, en el marc dels sistemes agroalimentaris sostenibles, amb eines diverses adaptades a cada perfil emprenedor.
  3. Articular i coordinar les eines necessàries per a facilitar el relleu generacional i l’emprenedoria agrària per als diferents perfils de persones que s’incorporen al sector en models viables econòmicament, socialment, i ambientalment.
  4. Generar un ecosistema innovador de suport i acompanyament interinstitucional al relleu generacional i l’emprenedoria agrària, tant de la pagesia tradicional com de la nouvinguda.
  5. Donar resposta als principals reptes i accions per a afavorir el relleu generacional i l’emprenedoria agrària a Catalunya.
  6. Incidir en la priorització de polítiques i accions per al relleu generacional i l’emprenedoria agrària en el marc del nou període de programació dels fons europeus (FEDER, FEADER, FSE, entre altres).
  7. Desenvolupar una de les accions estratègiques de l’Agenda Rural de Catalunya que és ‘Promoure un Pla Nacional per al relleu generacional agrari que inclogui mesures de millora de la incorporació de joves agricultors, mesures que fomentin el mentoratge a nous agricultors, entre altres.
