En temps de pandèmia, la Diputació de Barcelona celebra el 40è aniversari de la creació del Servei del Medi Ambient. El govern provincial va crear l’any 1980 el primer servei estatal dedicat a la gestió ambiental en una administració pública. 40 anys després, des de l’actual Àrea d’Acció Climàtica, la Diputació és un referent indiscutible en el coneixement del medi i en la gestió i millora de les eines perquè els municipis puguin fer front als reptes climàtics que, ja en el present, ens interpel·len. La crisi de la COVID-19 ha arribat per qüestionar-nos com vivim, com creixem i com podem convertir-nos en municipis resilients, amb capacitat d’adaptació al canvi.
Repassem l’acció de la Diputació de Barcelona en el suport a les polítiques ambientals en aquests 40 anys a través de 40 accions pel medi ambient i per l’emergència climàtica.
40 propostes per un futur sostenible, col·laboratiu, net, just, igualitari i verd.
1. Amb els alcaldes i les alcaldesses pel clima
La Diputació és una de les entitats coordinadores del Pacte europeu dels alcaldes i les alcaldesses pel clima i l’energia, que dona suport als pobles i a les ciutats perquè compleixin el compromís de reduir més del 40% de les seves emissions per a l’any 2030.
2. Aprofitar la força del sol
No hi ha transició energètica sense energies renovables. D’aquí el suport continu als ajuntaments per a la instal·lació de plaques fotovoltaiques als edificis públics.
3. Menys consum, menys emissions
L’estalvi d’energia en les instal·lacions públiques municipals —escoles, poliesportius, oficines, xarxes de calor— és una altra de les línies d’ajuts destacades. Per als municipis i per a la ciutadania.
4. Justícia climàtica
Contra la pobresa energètica, per la justícia climàtica i, en definitiva, perquè ningú quedi enrere, la Diputació desenvolupa el projecte d’auditories energètiques en llars vulnerables.
5. Biomassa pel clima
Sabies que el 20% de la demanda tèrmica industrial de la província es pot cobrir amb biomassa procedent dels boscos del territori? La Diputació manté com a línia de treball prioritària la instal·lació de calderes amb estella forestal per escalfar escoles, poliesportius i oficines municipals als pobles i ciutats de la província. Gestionar el bosc. Crear llocs de feina. Reduir emissions.
6. Aprendre del sol
El sol es pren i d’ell se n’aprèn. Com? La Diputació impulsa la instal·lació de plaques fotovoltaiques a les teulades de les escoles, amb la col·laboració de les famílies, els mestres i els alumnes. Perquè tothom participi en la creació d’escoles més sostenibles i respectuoses amb el medi ambient.
7. Protagonistes d’un canvi cultural
Els treballadors municipals i els usuaris dels equipaments són els primers a gestionar millor l’energia que consumeixen. Només amb bones pràctiques podem estalviar un 15% d’energia. Per donar exemple. Passa l’energia. Programa 50/50.

8. Pacificar les ciutats
Sabies que el sector del transport contribueix en un 28% a les emissions de gasos amb efecte d’hivernacle a Catalunya? La Diputació està al costat dels municipis en la redacció de plans de mobilitat i en el disseny de camins escolars. També potencia l’ús de la bicicleta amb la distribució de bicicletes elèctriques per als serveis municipals.
9. A la feina sense emissions
La Diputació de Barcelona és pionera en la creació de plans de desplaçament de treballadors, per una mobilitat segura i sostenible, amb la creació de la seva Taula de mobilitat.
10. Prendre consciència de l’emergència climàtica
Com a administració pública, la Diputació també es compromet i s’adhereix a la declaració d’emergència climàtica.
11. Sensibilització climàtica
La corporació ofereix més de 300 activitats educatives als municipis durant la Setmana de l’Energia, en coordinació amb les altres administracions.
12. La Xarxa de Ciutats i Pobles cap a la Sostenibilitat
A la Xarxa, més de 300 ajuntaments i administracions comparteixen projectes i feina conjunta per millorar la qualitat de vida de les persones. Junts arribem més lluny.

És el mitjà de comunicació per mantenir-se al dia de l’actualitat ambiental del món local. I també a les xarxes.
14. Educar en el mar i el litoral
El Centre d’Estudis del Mar, a Sitges, rep més de 15.000 visites anuals d’escolars i famílies. Al CEM coneixen els valors ambientals dels ecosistemes marins i la tasca que fa la Diputació per a la seva protecció.
15. Agenda escolar del medi ambient
La Diputació edita cada any l’Agenda escolar del medi ambient i el Calendari escolar, que reben 100.000 escolars de Primària i d’ESO, des d’on s’aborden reptes tan rellevants com l’impacte dels plàstics d’un sol ús.
16. Coneixement a l’abast de tothom
Ja fa quatre dècades que la Diputació innova en matèria ambiental, generant coneixement i posant-lo a l’abast de la ciutadania i dels responsables tècnics municipals.
17. Capacitar persones
La gestió ambiental que fan els ajuntaments està en constant innovació i desenvolupament i és per això que els tècnics municipals tenen a disposició la millor formació i les eines més adequades per afrontar els nous reptes.

La Diputació impulsa projectes d’aprenentatge i servei com a fórmula idònia per aconseguir un medi ambient millor. Millorar el medi ambient i fer persones millors.
19. El medi ambient, per a la ciutadania
La corporació dissenya, gestiona i posa a disposició dels habitants dels 311 municipis de Barcelona un gran ventall de recursos, activitats i exposicions relacionades amb el medi ambient.

L’aire net és un requisit bàsic per a la salut humana i per això és imprescindible l’acompanyament als ajuntaments en la vigilància de la contaminació de l’aire.
21. Reduir el soroll per millorar la salut
El soroll i les vibracions afecten la qualitat de vida de les persones. La Diputació ofereix suport als ajuntaments per poder-los controlar.
22. La contaminació invisible, a ratlla
A petició dels ajuntaments, la Diputació mesura els camps elèctrics i magnètics de les línies elèctriques i de la telefonia mòbil per mantenir-los dins dels nivells normatius.
23. Un laboratori pioner
El Laboratori de Medi Ambient de la Diputació és una instal·lació de referència que analitza l’aigua i l’aire per garantir el benestar i la seguretat de la ciutadania.
24. L’aigua per beure
El canvi climàtic exigeix municipis forts, capaços de millorar la gestió, l’estalvi i l’eficiència de la xarxa i l’accés a l’aigua. La Diputació els ofereix suport tècnic per aconseguir-ho.
25. Aprendre a estalviar aigua
Sabies que es preveu que la disponibilitat d’aigua a la regió mediterrània es reduirà entre el 18 i el 22% en els propers anys? La ciutadania, i també els ajuntaments, tenen al seu abast diversos recursos de la Diputació per a l’estalvi d’aigua. A Catalunya, cada persona produeix 1,64 kg de residus al dia. Conscients que el millor residu és el que no es genera, la Diputació ajuda els ajuntaments a fer plans de reducció de residus municipals i col·labora en les campanyes d’educació ambiental de prevenció de residus.

De mitjana, a Catalunya es recullen selectivament el 33% dels residus municipals. Cada ajuntament necessita el sistema de recollida selectiva que millor s’adapti a les seves necessitats. La corporació els acompanya per augmentar la recollida i millorar-ne la gestió.

I, per tant, els residus passen a ser recursos. La Diputació ofereix als municipis propostes de residu zero a través de l’economia circular, que facilitin el tancament del cicle al mateix municipi.

La localització de l’amiant en edificis públics és fonamental per protegir les persones. La Diputació fa inventari de l’amiant que hi ha a les instal·lacions municipals i dona suport a les deixalleries per gestionar-lo.

Per a una bona gestió del verd urbà, la Diputació promou mesures de jardineria sostenible: criteris de disseny, mètodes d’avaluació i control, selecció d’espècies, foment de la biodiversitat i lluita contra plagues i malalties.
