Jordà presideix la presentació de l’Atles del món rural 2022

La consellera d’Acció Climàtica, Alimentació i Agenda Rural, Teresa Jordà i Roura, ha presidit la presentació de l’Atles del món rural 2022, promogut per l’Associació d’Iniciatives Rurals de Catalunya (ARCA), l’Associació Catalana de Municipis (ACM) i l’Associació de Micropobles de Catalunya (MdC), amb el suport del Departament.

Jordà ha afirmat que “l’Atles rural, juntament amb l’Observatori del Món Rural, han d’esdevenir les dues eines prospectives de referència que permetin a l’Agenda Rural passar a ser l’autèntic full de ruta per al desenvolupament d’una part del país que, encara que estigui habitat per poca gent, en forma part i contribueix, de manera decisiva, a ser com és”.

 

L’Atles conclou que els canvis tecnològics i culturals, el fre a la globalització i les exigències mediambientals a causa del canvi climàtic poden revitalitzar les àrees rurals. L’estudi, elaborat per Ignasi Aldomà i Josep Ramon Mòdol, en col·laboració amb Ramon Morell, del Departament de Geografia i Sociologia de la Universitat de Lleida, constata que s’obren alternatives productives per a joves i nous pagesos i per a l’agricultura social i urbana, i apunta que, per afavorir la ruralitat del país, cal apostar per la diversificació de l’economia.

 

A Catalunya, hi ha 336 municipis de menys de 500 habitants que ocupen una superfície del 35% del país, però que en representen l’1% de la població. En canvi, en l’entorn metropolità, hi ha el 12% dels municipis del país que ocupen el 7% de la seva superfície i representen el 64% de la població. Així mateix, hi ha zones de muntanya amb una densitat de població de 5 habitats/km2 i d’altres zones situades a la costa on la densitat s’eleva fins a 1.000 habitants/km2.

 

D’altra banda, segons les dades que recull l’Atles, en tres quarts de la superfície total del territori català hi viu només el 9% de la població del país (municipis de menys de 5.000 habitants), mentre que en un 7% de superfície de territori (12% de municipis) hi viu el 64% de la població.

 

La consellera ha afirmat que “és una evidència que aquest desequilibri genera problemes de gestió i equilibri territorial, perquè tenim el territori despoblat”. Jordà ha manifestat que “aconseguir que la gent torni a viure a l’espai rural ha de venir de la dinamització i diversificació econòmiques i de disposar de serveis”, en la línia del que precisament assenyalen les conclusions de l’Atles del món rural. “Perquè no hem de fixar gent al territori, hem d’establir les condicions perquè el flux d’entrada i sortida sigui positiu a favor dels territoris rurals”, ha afirmat la titular d’Acció Climàtica, Alimentació i Agenda Rural.

La consellera s’ha mostrat convençuda que “només així tindrem el país equilibrat, cuidat i gestionat, amb una reducció del risc d’incendi i de pèrdua de patrimoni natural i biodiversitat”.

 

Jordà ha posat l’èmfasi en el fet que l’objectiu compartit “és un país que tingui les millors condicions possibles perquè la seva gent pugui viure on vulgui, amb els serveis adequats, perquè puguin desenvolupar els seus projectes vitals i professionals en un marc de sostenibilitat en el seu dia a dia, per fer front al futur amb totes les garanties”. “Aquest és el repte i tenim dues eines magnífiques (Atles rural i Observatori del Món Rural), i en poques setmanes tindrem l’Agenda Rural aprovada pel Govern que de ben segur permetrà fer front al futur i als nous reptes que s’estan plantejant”, ha conclòs la consellera.
