Stop Agroparc presenta sis al·legacions al projecte que Ametller Origen vol implantar a Gelida i Sant Llorenç d’Hortons

La plataforma StopAgroparc ha presentat un total de sis al·legacions a l’Oficina Territorial d’Acció i Avaluació Ambiental de Barcelona en relació a la modificació urbanística per implantar el projecte d’Ametller Origen. El col·lectiu considera que la proposta per crear un gran parc de producció circular entre Gelida i Sant Llorenç d’Hortons (Alt Penedès) “no és un projecte urbanísticament sostenible” i avisa que pot provocar una “regressió mediambiental”. Al mateix temps, la plataforma veu incongruències entre el planejament urbanístic de Gelida –que permet el parc- i el Pla Director Territorial de l’Alt Penedès, on diuen que no encaixa el projecte. També assenyalen que el projecte incompleix la Llei d’Avaluació Ambiental.

StopAgroparc s’oposa a les modificacions urbanístiques que requereix el projecte d’Ametller perquè considera que afavoreix un model de creixement que incrementa la pressió urbanística a la zona de Can Joncoses, “sense tenir en compte els seus valors naturals, d’agricultura ecològica, i no pas intensiva o tecnificada”.

 

“L’Agroparc força la inserció en sòl agrícola de diverses activitats industrials, accessos logístics, naus soterrades incloses i minimitza la pressió humana”, recrimina la plataforma, que recorda que els terrenys formen un mosaic agro-forestal de secà i un paisatge que “garanteix la biodiversitat”. “Això no encaixa amb aquest projecte agro-industrial d’abast peninsular”, subratllen a les al·legacions presentades públicament aquest dilluns a la tarda des de Vilafranca del Penedès.

 

En aquest sentit, insisteixen que hi ha incongruències entre el planejament urbanístic de Gelida i el Pla Director Territorial de l’Alt Penedès. Apunten que a la planificació comarcal es reconeixen diversos espais de connexió ecològica afectats per l’Agroparc, mentre que el planejament local, remarquen, no els té en compte.

 

Pel que fa a la Llei d’Avaluació Ambiental, la plataforma diu que el Document Inicial Estratègic (DIE) de l’Agroparc s’hauria de repetir perquè no compleix el contingut bàsic de la regulació. “Hi ha una manca alarmant de valors numèrics concrets al llarg de tot el projecte que permetin sostenir la informació que s’hi exposa i valorar si els objectius que es plantegen són factibles”, avisen.

 

Apunten que els punts més fluixos del DIE són en relació al cicle de l’aigua que necessita l’Agroparc, a les emissions de gasos, a la gestió de residus, a la preservació de l’àliga cuabarrada i també a la cura del paisatge. Encara respecte el DIE, el col·lectiu considera que fa falta una alternativa que analitzi les avantatges i desavantatges de no implantar el projecte.

 

D’altra banda, StopAgroparc diu que els requeriments bàsics dels instruments urbanístics a redactar no inclouen alguns dels sòls afectats pel projecte, com és el cas de l’àmbit de Can Font d’Alzinar. Per últim, els detractors del projecte d’Ametller afirmen que la firma agroalimentària no ha inclòs a l’Avanç del projecte un estudi de l’impacte de la mobilitat que generarà l’Agroparc, on es preveuen un miler de llocs de treball i prop de 50.000 visites anuals.
