Foment del Treball i l’Institut Agrícola Català presenten una iniciativa per a què Catalunya assoleixi la sobirania alimentària

Foment del Treball i l’Institut Agrícola Català de Sant Isidre han presentat una iniciativa per convertir Catalunya en el ‘hub’ agroalimentari del sud d’Europa i aconseguir així una sobirania alimentària davant escenaris com la pandèmia o la guerra entre Rússia i Ucraïna, gran exportador de cereals. El pla gira al voltant de sis eixos, com l’aigua com a vector estratègic o el deixar d’ampliar zones protegides com la ZEPA del Llobregat per fer-les compatibles amb la indústria agroalimentària de proximitat. A més, proposen la modernització del Canal Urgell amb fons europeus per guanyar 87.000 hectàrees fèrtils de conreu a les comarques de Ponent i produir-hi de manera “intensiva, eficient i sostenible”. La inversió seria d’uns 1.300 MEUR.

En una roda de premsa aquest dilluns des de la seu de la patronal, el president de l’Institut Agrícola Català de Sant Isidre, Baldiri Ros, ha assenyalat que el sector agroalimentari al Baix Llobregat representa un 7,2% PIB i amb una tendència creixent en els últims anys. Segons sosté, l’ampliació d’una ZEPA també es tradueix en un augment destacat dels costos de producció per les limitacions de l’ús dels fitosanitaris, i fertilitzants, entre d’altres, d’entre un 3,12% i un 12,5%.

 

Ros ha assenyalat que es va demostrar que en la pandèmia el sector productor i distribuïdor van poder evitar una manca de subministraments però que ara la guerra de Rússia amb Ucraïna deixa una “situació molt més complicada” amb el desabastiment de determinades matèries primeres, com els cereals, fet que fa augmentar els preus.

 

El president de l’Institut Agrícola Català de Sant Isidre ha descartat desabastiment per ara i ha dit que el subministrament està assegurat fins a finals d’abril. La incògnita, però, ha dit és si els productors ucraïnesos podran fer una nova campanya de conreu i ha comentat que les informacions que tenen ara mateix sobre aquesta qüestió no són “fidedignes”.

 

Per Ros, l’actual situació “ha posat en evidència la feblesa de la nostra agricultura” i ha qüestionat la PAC 2023-27 basada en “utopies mediambientalistes” i no tant en la “productivitat i la garantia de subministrament”.

 

D’altra banda,  ha ressaltat la importància d’una major flexibilització de la UE per a la importació d’aliments transgènics, com el blat de moro de Canadà i els Estats Units, i augmentar els límits autoritzats en productes fitosanitaris.

 

El pla també inclou la demanda d’un regulador únic de l’aigua per garantir el subministrament, l’estabilitat de les infraestructures i el cicle integral, a més d’una iniciativa per revitalitzar la producció agroalimentària al Delta de l’Ebre, molt castigat pels temporals dels darrers anys.

 

Un altre dels eixos sobre els que gira el pla és una gestió activa dels excedents de biomassa. En aquest sentit, apunta que a Catalunya només s’aprofita el 15% del creixement anual de les masses forestals i s’acumula un 85% de biomassa, fet que es traduirà en una important despesa per a la prevenció i la conservació del bosc, asseguren les dues entitats.

 

Per la seva banda, el president de Foment del Treball, Josep Sánchez Llibre, ha definit el pla com a “molt ambiciós” i ha reiterat que l’objectiu “únic i fonamental és convertir Catalunya en un gran ‘hub’ alimentari al sud d’Europa”.
